Joelle Saab

Chairwoman

Joelle Saab is the Director of Recycling & Treatment and ESG at Dulsco Environment and serves as Chairperson of the Dubai Recycling Business Group under Dubai Chambers. With over 15 years of experience in the environmental sector, she has played a key role in shaping the UAE’s recycling and circular economy landscape. Joelle oversees multiple recycling and waste treatment facilities across the country, leading large-scale operations in material recovery, refuse-derived fuel, and construction waste management.
She has extensive experience in developing and managing public–private partnerships with government entities and private organizations to deliver sustainable waste solutions and promote responsible resource management. Among her notable achievements is leading the waste management strategy for Expo 2020 Dubai, which achieved more than 90% diversion from landfill. Through her leadership, Joelle continues to drive innovation, ESG integration, and cross-sector collaboration to advance the UAE’s Net Zero 2050 ambitions.

Youssef Chehade

Vice Chairman

Youssef Chehade is passionate about sustainability, conserving resources, and helping everyone in making recycling habits easier. He co-founded Ecyclex International Recycling with 3 recycling facilities in UAE certified by environment agencies, specializing in e-waste and difficult material recycling, as well as ReLoop, a one-stop ClimateTech digital recycling solution that everyone can use to recycle from their companies and homes and contribute to a circular economy, covering more than 15 material categories. In food waste and loss reduction and recycling, ReLoop has been helping the hospitality and food waste generating industries recycle food waste into useful material like compost and animal feed, supporting UAE's Food Security. 

Youssef's work contributes also to social causes, such as enabling students' education and supporting local farmers, and has allowed ReLoop to be granted Social Enterprise Certification by Ma'an, the Authority of Social contribution, and Majra's Impact Seal. 

Harbinder Singh

Board Member

Harbinder, a Singaporean based in Dubai, has over 40 years international,  senior leadership, environmental experience.

 His environmental experience extends to both hazardous and non-hazardous collection and post collection treatment (including recycling and recovery facilities, incineration plants and landfills).  

 He has managed very large businesses across various segments including municipal, industrial, and commercial , construction and demolition, medical  hazardous, and liquids/wastewater in 9 different countries. 

 Harbinder is an investor/board member in several environmental companies globally, including the UAE. 

 In the UAE, he is an investor / board member of a recycling social enterprise - Yes Full Circle, among others.

 Harbinder holds a degree in law from the University of Manchester, UK and a MBA from the University of Chicago, US. 

 He has also been a certified chief sustainability officer since 2016. 

 He has won numerous awards in his career, including Middle East Recycling Personality of the Year.

Lara Hussein

Board Member

Lara Hussein is a sustainability entrepreneur and impact strategist with extensive experience in advancing circular economy practices and environmental innovation in the UAE. She is the Co-founder, CEO and Soil Builder at The Waste Lab, an award-winning, women-led startup, based in Dubai, UAE, pioneering the transformation of food waste into nutrient-rich compost through data-driven and nature-based solutions.
Under her leadership, The Waste Lab has diverted over 5 million kilograms of food waste from landfills, contributing to healthier soils, sustainable food systems, and the UAE’s national sustainability agenda. Lara’s work bridges operational excellence with community engagement, enabling individuals, businesses, and institutions to participate in building a more regenerative future.
As a Board Member of the Dubai Recycling Business Group, Lara supports the advancement of the recycling and waste management sector by promoting collaboration, innovation, and policy dialogue that drives sustainable growth and resource efficiency.

Priyanka Jha

Board Member


Priyanka Jha is the Founder & Director of Advance Plastic Chips Manufacturing LLC (APCM), an award-winning and internationally certified company specialising in advanced plastic recycling, compounding, and sustainable polymer solutions. With cross-sector experience across finance, strategy, ESG, and recycling, she actively contributes to the UAE’s circular economy and industrial sustainability agenda.

Under her leadership, APCM has received multiple awards globally and industry recognition, while delivering measurable environmental impact, significant CO₂ emission reduction through the recycling of over 10,000 MT of PCR plastic annually, reflecting strong governance and operational excellence.

She is also an Industry speaker, sharing practical insights on recycling operations, circular economy execution, ESG integration, and sustainability agendas.

With an MBA in Finance and Marketing and Executive Management from IIM Indore, she brings a structured, commercially viable approach to sustainability. Through her leadership, Priyanka continues to drive ESG integration, recycling innovation, and responsible industrial growth, aligned with the UAE’s Industrial Strategy 300bn and Net Zero 2050 objectives.

Shashidhar Yelandur

Board Member

Shashidhar is a seasoned business development and investment leader with over 25+ years of experience shaping corporate growth strategy, driving strategic expansion, and fostering innovation.

As the Board Member & Managing Director of Enviroserve, he spearheads the company's expansion and champions innovation in sustainable recycling and resource recovery.

His expertise spans non-ferrous downstream industries, sustainability, and corporate strategy, with a strong focus on joint ventures, acquisitions, and greenfield project development. Shashidhar oversees a diverse portfolio of companies, collaborating closely with CXO teams to devise and execute corporate strategies.

He holds board memberships across some of the portfolio companies of Dubal Holding viz OSE Industries, Thermalex Inc. (USA), and Sohar Titanium.

Shashidhar holds an MBA from the University of Pune and a Bachelor of Engineering in Electronics and Communication from Mysore University. His profound understanding of market dynamics, corporate governance, and sustainable investments establishes him as a key leader in delivering Enviroserve's vision for a greener future.
