The Dubai Recycling Business Group (DRBG) is a voluntary, non-profit entity established under the umbrella of Dubai Chambers, with legal personality and capacity to represent the Emirate’s recycling sector. Open to corporate, professional, and government stakeholders, the Group fosters collaboration, advocacy, and innovation across the recycling and waste management value chain. Governed by an elected Board of Directors, the Group works to strengthen market integrity and feedstock security for recycling and treatment facilities, advance policy alignment and regulatory enforcement, identify sectoral gaps through data-driven insights, and promote awareness and behavioral change in waste management practices. Operating under Dubai Chambers’ official Business Group framework, DRBG acts as the unified voice of the sector, engaging with government entities, regulators, and industry players to address challenges, enhance competitiveness, and drive growth. In doing so, it supports Dubai’s circular economy agenda and contributes to the broader UAE Net Zero 2050 vision.

Membership Structure

Membership is open to licensed companies, organizations, professionals, and government representatives with a vested interest in advancing recycling. Categories include corporate, individual, and honorary members, each contributing to the Group’s collaborative mandate.

Legal Status & Oversight

The Group is a voluntary, non-profit entity with its own legal personality, operating under the supervision of Dubai Chambers. It follows the official Regulations Organizing Business Groups issued by Dubai Chambers, ensuring governance, accountability, and alignment with Dubai’s economic agenda.

Governance

The Group is led by an elected Board of Directors (5–9 members, including Chairperson and Vice-Chair). For 2025, the elected leadership is:

Chairwoman: Joelle Saab (Dulsco)

 Vice-Chairman: Youssef Chehade (Ecyclex International Recycling LLC)

The Board develops strategy, sets KPIs, organizes events, liaises with government authorities, and ensures that the Group delivers on its advocacy and developmental goals.

Role in Policy & Advocacy

The Group is positioned as a collective voice of the recycling sector, mandated to:

  • Engage in policy alignment and regulatory dialogue with Dubai Chambers and government bodies.
  •  Highlight sector challenges and propose solutions, including regulatory frameworks, incentives, and infrastruture development.
  • Ensure transparency, governance, and compliance with UAE laws and competition regulations.

Strategic Impact

Beyond industry support, the Group contributes to Dubai’s sustainability and circular economy agenda, aligning with national objectives such as the UAE Net Zero 2050 strategy. It serves as both an advocacy platform and industry development catalyst, strengthening the role of recycling in the Emirate’s economy.
